向承包商提供法律意见

投资形式
承包商应对不同形式的出资给予适当考虑，该等出资包括普通股、优先股、可赎回优先股及可转换债券（或实际上股权及债券组合）。
若发行债务票据，则承包商应考虑债务从属性及向项目提供债务融资的各方的债务优先性安排。
